FRANKFORT, Ky. (Nov. 18, 2016) – Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:
David Bryan Sloan has been appointed to the Mine Safety Review Commission.
• David Bryan Sloan, of Ft. Mitchell, is an attorney. Mr. Sloan shall serve for a term expiring May 23, 2020.
Recognizing that the highest priority and concern of the Commonwealth must be the health and safety of the coal industry’s most valuable resource, the miner, resulted in the creation of the Mine Safety Review Commission. The three-member commission, each of whom is required to meet the criteria of a Court of Appeals judge and complete the state’s 40-hour new miner trainer program, is appointed by the governor and confirmed by the Kentucky General Assembly. The commission conducts hearings concerning licensed premises and both certified and noncertified personnel involved in coal mining, who are charged with willful and repeated violations of Kentucky’s mine safety laws and placing miners in imminent danger of serious injury or death.
Caroline David Harralson Ruschell and Jacqueline Michelle Sugarman have been appointed to the Kentucky Multidisciplinary Commission on Child Sexual Abuse.
• Caroline David Harralson Ruschell, of Lexington, is Director of the Kentucky Association of Children’s Advocacy Centers. Ms. Ruschell shall serve at the pleasure of the governor.
• Jacqueline Michelle Sugarman, of Lexington, is a physician. Dr. Sugarman will represent physicians and shall serve at the pleasure of the governor.
The Kentucky Multidisciplinary Commission on Child Sexual Abuse prepares and issues model protocol for local multidisciplinary teams regarding investigation and prosecution of child sexual abuse and the role of children’s advocacy centers on multidisciplinary teams.
Paul M. Sheets has been appointed to the Kentucky Heritage Land Conservation Fund Board.
• Paul M. Sheets, of River, is a retired chiropractor. Dr. Sheets will represent the League of Kentucky Sportsmen and shall serve for a term expiring July 15, 2019.
The Kentucky Heritage Land Conservation Fund Board is charged with administering the Kentucky Heritage Land Conservation Fund and reviewing and approving all grants payable from the fund. This twelve-member board was established by the Kentucky General Assembly in 1994. Five members are appointed from state government agencies, one each from the Kentucky Department for Natural Resources, Department of Fish and Wildlife Resources, Department of Parks, Kentucky State Nature Preserves Commission and the Environmental Education Council. Seven members of the board are private citizens, selected by the governor from nominations by conservation groups, the Kentucky Academy of Science, agricultural interests and natural resources industries. The citizen members serve without pay and give their time for the quarterly board meetings and function as very active committees of the board. These committees review and visit project application sites, review and monitor site stewardship and provide advice and recommendations on other issues coming before the board.
Mark Smith and Barry Sanders have been appointed to the Kentucky River Authority.
• Mark Smith, of Carrollton, is a business owner. Mr. Smith will represent residents residing in a county adjacent to the main stem of the Kentucky River. He shall serve for a term expiring September 18, 2020.
• Barry Sanders, of Crestwood, is an engineer. Mr. Sanders will represent registered engineers. He shall serve for a term expiring September 18, 2020.
The Kentucky River Authority is made up of 10 members appointed by the governor along with the Secretaries of EEC and Finance Cabinet. The authority develops comprehensive plans for the management of the Kentucky River Basin, including long-range water supply, drought response and ground water protection plans. The authority also develops recreational areas and adopts regulations to improve and coordinate water resource activities within the basin.
Tamara Kay Cox, William Kevin Mays, Lanny Taulbee, Megan L. Morris and Peter Hayes have been appointed to the Kentucky Commission on Community Volunteerism and Service.
• Tamara Kay Cox, of Mt. Vernon, is a social worker. Ms. Cox shall serve for a term expiring January 3, 2019.
• William Kevin Mays, of Bowling Green, is an accountant. Mr. Mays shall serve for a term expiring January 3, 2019.
• Lanny Taulbee, of Lexington, is a Physical Disabilities Resource Coordinator at the Cabinet for Health and Family Services. Mr. Taulbee shall serve for a term expiring January 3, 2019.
• Megan L. Morris, of Henderson, is the Executive Director of the Volunteer and Information Center. Ms. Morris shall serve for a term expiring January 3, 2019.
• Peter Hayes, of Louisville, is a nonprofit manager. Mr. Hayes shall serve for a term expiring January 3, 2019.
The Commission on Community Volunteerism and Service is made up of no more than 25 gubernatorial appointees. The commission provides statewide strategic planning to enable citizens to address serious social problems through service to local communities. The commission oversees and submits Kentucky’s annual applications to the Corporation for National Service and other funding sources for the continuation and expansion of the Kentucky Service Initiative.
Stella W. Beard, Michael Shannon Smith, Rita D. Wooton, Karen F. Herdina, Berlinda A. Bazzell, Virginia Lee Payne and Christopher Derek George have been appointed to the Kentucky Commission on Services and Supports for Individuals with an Intellectual Disability or Other Developmental Disabilities.
• Stella W. Beard, of Dunnville, is self-employed. Ms. Beard will represent statewide advocacy groups. She shall serve for a term expiring July 15, 2020.
• Michael Shannon Smith, of Brooksville, is a library employee. Mr. Smith will represent individuals with intellectual disabilities or other developmental disabilities. Mr. Shannon shall serve for a term expiring July 15, 2020.
• Rita D. Wooton, of Hyden, is a teacher’s aide. Ms. Wooton will represent family members of a child with intellectual disabilities or other developmental disabilities residing in the home or community-based setting. She shall serve for a term expiring July 15, 2020.
• Karen F. Herdina, of Ft. Thomas, is a business consultant. Ms. Herdina will represent business leaders. She shall serve for a term expiring July 15, 2020.
• Berlinda A. Bazzell, of Scottsville, is a retired educator. Ms. Bazzell will represent family members of an adult with an intellectual or developmental disability residing in a facility-based residential setting. She shall serve for a term expiring July 15, 2020.
• Virginia Lee Payne, of Smiths Grove, is a homemaker. Ms. Payne will represent family members of an adult with an intellectual and developmental disability. She shall serve for a term expiring July 15, 2020.
• Christopher Derek George, of Somerset, is a behavior analyst. Mr. George will represent direct service providers of the Kentucky Association of Private Providers. He shall serve for a term expiring July 15, 2020.
This commission serves in an advisory capacity to the Governor and the General Assembly concerning the needs of persons with mental retardation and other developmental disabilities through developing a statewide strategy to increase access to community-based services and supports for persons with intellectual disabilities and other developmental disabilities.
