Madisonville, KY (Hopkins County) – Kentucky State Police are currently trying to locate a non-compliant sex offender.
According to the release, 43 year old Terry Wayne Carter is a move-in sex offender from Illinois. As a lifetime registrant, by law he is required to provide his address to the Sex Offender Registry. Police say last known address was in Madisonville, KY.
Carter is described by police as follows:

Race: White
Height: 5’9”
Weight: 158
Hair: Brown
Eyes: Brown
