Kentucky State Police Electronic Crime Branch have arrested a Webster County man on charges related to child sexual exploitation offenses. At approximately 12:12 p.m. Tuesday, KSP arrested Joseph Lee Kellems, 32, after an undercover Internet Crimes Against Children investigation.
