Rep. Jim Gooch’s Waste Management Bill Signed into Law

FRANKFORT, Ky. (March 27, 2017) – Gov. Matt Bevin has recently signed a measure into law prohibiting local government from performing solid waste management services or granting authority to another entity if doing so would violate an existing provider agreement.
House Bill 119, sponsored by Rep. Jim Gooch, R-Providence, provides necessary protection for small solid waste companies and their employees. It requires local governments to send the current waste services provider a written notice 180 days in advance of its final determination to change providers and hold a public hearing. The measure will not prevent termination of an agreement when ensuring the health or safety of the community.
