UPDATE: Missouri Brother and Sister Face Charges in Multiple States after Pursuit

KSP NEWS RELEASE UPDATE:

Kuttawa, Ky. (November 22, 2016) Kentucky State Police Detective Brian Hill has obtained a warrant for two counts of Attempted Murder of a Police Officer (Class B Felony) against Octavia R. McNeal, 22, of St. Robert, Missouri. These charges stem from McNeal’s attempt to run troopers off the roadway during the pursuit on November 21, 2016.

Both Octavia R. McNeal and her brother, Oscar D. McNeal, are still in Custody in Tennessee.

KSP ORIGINAL NEWS RELEASE

Kuttawa, Ky. (November 21, 2016) On November 21, 2016, at approximately 10:05 A.M, Kentucky State Police Troopers attempted to stop a Silver 2016 Toyota Camry for a traffic violation on I-24 eastbound near the 44 mile marker. The male operator of the Camry failed to yield and troopers initiated a pursuit. During the pursuit a female operating a maroon 2012 Kia came up behind the pursuit and attempted to obstruct troopers from pursuing the Camry. At one point, the female attempted to run the pursuing troopers off the roadway.

The pursuit continued eastbound on I-24 through Lyon, Caldwell, and Trigg Counties. In Trigg County units with the Kentucky State Police and Trigg County Sheriff’s Office were able to deploy stop sticks on the first vehicle, the Toyota Camry, and it came to a stop near the 66 mile marker on I-24. The male then bailed from the vehicle and jumped into the driver seat of the second vehicle while the female moved to the passenger seat and they sped off again, still continuing eastbound. The pursuit continued into Christian County and then into Tennessee where Tennessee Highway Patrol joined the pursuit. THP deployed stop sticks on the maroon Kia and forced it to a stop. The male then bailed out of this vehicle and fled into the wood line before being apprehended by THP.

Secondary units secured the Silver Camry and found three passengers in the vehicle, including two juvenile teenagers.

Units also arrived at the second vehicle, the maroon Kia, in Tennessee and located four juvenile children, all toddlers, which had been left in the vehicle when the male fled.

Oscar D. McNeal, 23, of St. Louis, Missouri and his sister Octavia R. McNeal, 22, of St. Robert, Missouri were both arrested in Tennessee by THP and face multiple charges in that state.

Oscar D. McNeal was also found to be in possession of a handgun. Small baggies of suspected cocaine and cash were also found in the vehicle. The drug charges are being carried by THP.

Trooper First Class T.J. Williams has obtained warrants for both individuals and will be pursuing extradition once THP has resolved their charges.

A warrant was obtained for Oscar D. McNeal for the charges of Fleeing and Evading Police 1st Degree – Motor Vehicle (Class D Felony), eight counts of Wanton Endangerment 1st Degree (Class D Felony), and Possession of a Handgun by a Convicted Felon (Class C Felony).

A warrant was obtained for Octavia R. McNeal for the charges of Fleeing and Evading Police 1st Degree – Motor Vehicle (Class D Felony), and five counts of Wanton Endangerment 1st Degree (Class D Felony).

Additional charges are pending by KSP.

Oscar D. McNeal and his sister, Octavia R. McNeal, were both lodged in the Montgomery County, TN Jail.

The Investigation is continuing by Tpr. T.J. Williams and Detective Brian Hill.
